CHANGES IN WASHINGTON
APFA President Laura Glading was present in Washington, DC on Thursday, Dec 11, responding to an invitation to meet with those members of U.S. President-Elect Barack Obama’s transition team responsible for preparing a report and making recommendations regarding the National Mediation Board. The discussions are the fruit of Obama’s commitment to making the representatives of our nation’s front line workers part of the transition to a new era of government, and to help get the word out that labor will have a “seat at the table” in the halls of power at our nation’s capitol.
President Glading was able to speak frankly about the state of airline labor relations, encouraging a continued and active focus on the situation here at American – a situation which finds all three major unions on the property in negotiations simultaneously, and with a management historically known for stormy relations with its workers. President Glading expressed her appreciation for the opportunity to be involved in what has been heralded as a new beginning in how our country and its top officials value labor.
As contract talks with American resumed last week, the scheduling subcommittees from both sides met on Wednesday and Thursday, December 3 and 4, and continued their discussions on Article 10 – Reserve. While there remains much to be done on changes to this Article, your APFA Team is working diligently to address the negative impact that reserve has on so many Flight Attendants. Meantime, the company’s team has notified APFA’s scheduling subcommittee that they are prepared to begin discussing Article 7 – Hours of Service, Article 8 – Minimum Pay and Credit and Article 9 – Scheduling.
Other negotiating subcommittees from both sides met on Thursday, December 4. APFA presented the company with our proposal for Article 30 – General and Article 31 – Union Security. APFA also presented a counter proposal on Article 27 – Bereavement/Emergency/Personal Leave. American’s negotiating committee presented counter proposals on Article 20 – Medical Appeals and Arbitration, Article 21 – Hotels and Transportation, Article 24 – Copies of Agreement and Article 34 – Purser. Negotiations were scheduled to resume on Tuesday, December 9th.

UAL RECIPROCAL CABIN SEAT AGREEMENT
Commuting opportunities for many of our members will improve as a long-awaited Reciprocal Cabin Seat Agreement with United Airlines goes into effect beginning January 5th. This is similar to the other agreements in place with several mainline and regional carriers. Keep in mind that each agreement may have slight differences, in line with an individual airline’s procedures. Whenever traveling under these agreements, Flight Attendants must adhere fully to the specific procedures established for the given carrier. The agreement with United is posted on the APFA website. After log in, go to “Members’ Resources” in the main menu, then “Reciprocal Agreements.”

American this week announced that nonstop service between Dallas/Ft. Worth and Madrid will begin on May 1, 2009. The daily departure will be flown on 767-300 aircraft.
The latest issue of SKYWORD magazine was mailed this week. It is also now available for viewing online or downloading through the APFA website. Use the SKYWORD link on the main page. The new SKYWORD contains several reviews for newly contracted layover hotels. The APFA Hotel Coordinator advises that the BWI short layover hotel featured is currently failing to honor their agreement to provide the amenities listed in the review. Please keep the Hotel Department aware of any instances you encounter where a hotel or transportation company is not providing what has been advertised, either in SKYWORD or in the Hotel Amenities section of the APFA website. You can complete a Hotel and Transportation Debrief Form online through the website by selecting “Hotel” from the “Departments” menu on the main page. Website log in is required.
Flight Attendants are calling the APFA Safety and Security Department regarding a fatigue survey received by some from the U.S. Department of Transportation. As reported in several HotLines, the FAA Civil Aero Medical Institute (CAMI) received approval to send out the Flight Attendant Fatigue Survey to a representative group of the approximately 60,000 Flight Attendant addresses obtained from the Federal Register. APFA was instrumental in encouraging the Federal Government to fund this study. It is important that if you are selected and receive the survey, that you please participate according to the instructions. It can be completed on the paper form and mailed in, or completed online using the security code included in the survey or the reminder post card. If you are one of the selected participants, your assistance and participation in this survey is vital so the FAA can properly address Flight Attendant fatigue.

BASE REPRESENTATIVE ELECTION PROCESS BEGINS
The current terms of service for your local APFA Base Chair, Vice Chair and Operation Council Representatives (OCRs) will end on March 31, 2009. Notifications of Willingness-to-Serve for these positions at all bases, for the two-year term to commence on April 1, 2009, are now being accepted through January 7, 2009. Only the form provided by APFA, or a photocopy, may be submitted and must be received in the post office box indicated on the election notice by 10 a.m. central time on January 7, 2009. The election notice and the Willingness-to-Serve form are available from the APFA website. They are also included in the Fall/Winter 2008 SKYWORD. Please go to the APFA website at www.www.apfa.org and click on the link “Base Election notice and Willingness-to-Serve” to view, print or download a copy. A password to the APFA site is not required to access the forms.
