FACT:  The NMB has determined that American Airlines and US Airways constitute a single carrier for purposes of union representation of the Flight Attendant craft or class.  There is now a 30-day waiting period (which began on July 29th) before final certification can be made.  During this 30 day period a union may file an application supported by a showing of interest of at least 50% of the combined workgroup. We’re confident that won’t happen. Per the ABR, AFA has already informed the National Mediation Board that it does not seek to be the representative, and Flight Attendants can expect APFA to be certified as the representative of all Flight Attendants at the new American soon after the 30-day period closes. AFA will continue to administer the current AFA-US Airways contract until a joint collective bargaining agreement is reached. After that, AFA will continue processing outstanding grievances that arose under the AFA-US Airways contract.To read the NMB decision please click here.

FACT: Per the provisions of the Agreement on Bargaining and Representation (ABR),  once APFA is certified as the representative of the Flight Attendants at New American, the former US Airways domiciles will become APFA bases and will be integrated into the governance structure under APFA’s Constitution. These bases will have the same rights as all other bases. For example, the membership at each base will be entitled to elect a Base President who will be a voting member of the APFA Board of Directors and a Delegate for purposes of electing Ad Hoc Members of the APFA Executive Committee, a Base Vice President and Base Council Representatives. 

In accordance with Article VI, Section 8 of the APFA Constitution, pending completion of the election process for Base President, or to complete the balance of an unexpired Base President term of six months or less, the APFA Executive Committee will appoint an Interim Base President. The APFA Executive Committee agrees to appoint as Interim Base Presidents the AFA US Airways LEC Presidents who are in office at the time APFA is certified as the representative of the Flight Attendants at the new American. Each Interim Base President may appoint an Interim Base Vice President.

FACT: Negotiations continued this week in Chicago with current discussions continuing to focus on Scheduling and Scheduling-related items. Approximately 51 days with 24 face-to-face meetings remain in the 150 days of negotiating as agreed to in the Negotiations Protocol Agreement.  

FACT:  Last week the Regional FACT Reps met with AFA Mobilizers in DFW to discuss how our two teams will work together during the current contract negotiations and ratification period. Bases were divided within the group by region as well as by pre-merger airline. Brian Chavez (IDF) is the Regional FACT Rep for IDF/DFW, IOR/ORD, and RDUI. Larry Salas (SFO) is the Regional FACT Rep for LAX/LAXI, SFO, and STL. Christian Santana (JFK) is the Regional FACT Rep for LGA/JFK, BOS/BOSI, and IMA/MIA. Chris Housman (AFA-US Airways MEC Mobilization Chair and PHL based) is the Regional Rep for PHL, DCA-US Airways and CLT. Mischel Babi (PHX) is the Regional Rep for PHX. LAX-I Flight Attendant and former APFA rep Tony Leonhardt will be coordinating the national campaign.
