FACT: Out-of-Network Health Insurance Changes

As you know the percentage you pay of the allowed charge for medical services depends on whether the treatment is provided in-network or out-of-network.  For in-network the percentage is 20% and out-of-network it is 40%.  The company has announced they will abandon the “usual and prevailing” standard to determine the allowed charge for out-of-network services.  Instead they are going to change the “allowed charge” for these services to 140% of the Medicare rate.  For most out-of-network services,  the allowed charge that is based on 140% of the Medicare rate will  be substantially lower than one that applies the current standard of “usual and prevailing.”

APFA views this as a JCBA contract violation and has met with legal regarding this mid-year imposed change.  We will be noticing the company of our issue with their blatant contractual violation and will demand a cease and desist.  If the company continues with their June 1, 2015 Out-of Network changes, we will immediately file a Presidential Grievance and seek expedited Arbitration.

Purser and Galley Premium Pay

Purser and Galley premiums will no longer be displayed on your HI1/HI2 beginning with the May, 2015 contractual month and will only be viewable in Flight Attendant Premium Pay (FAPP).  FAPP is web-based and can be used to monitor and calculate premium pay. You’ll be able to access it through the Flight Service website and it’s the same tool that Crew Pay Compensation (aka “Pay Comp”) will use.  

While the new premiums go into effect May 2, FAPP will not be available until about May 15 because of the closeout process for April’s payroll. As we get closer to the FAPP’s launch date, more details will be provided about how you can use FAPP to track your premium pay hours.

Temporary Limitations & Restrictions In Actual Operations for non-qualified Pursers: 757-EL (equipment code BA) and 767

There are certain trip sequences that contain legs on the 757-EL (equipment code “BA”), which is the aircraft used in some IPD markets; as well as the 767-300 which also serves both IPD and NIPD markets. If you are awarded or assigned one of these sequences, you will not be able to trade or drop to a non-qualified Purser on your own. This is because after the divisions are combined on May 2nd, DECS will continue to require a Purser on these trip sequences.

If you are attempting to trade or drop a sequence on the 757-EL (BA) or the 767-300 involving a Flight Attendant who is not a Purser, please call the Senior On Duty at Crew Schedule between the hours of 7:00 a.m. and 9:00 p.m. Central Time. Tell the crew scheduler that you are calling about a “Purser-restricted trade” and ask for the Senior on Duty, who will facilitate the trade.

Programming that will eliminate the Purser requirement in the above-described cases is expected to be completed in a few months. Once implemented, DECS will only require a Purser on IPD flights and 3-class Transcon flights.

Until this programming is completed, Flight Attendants will continue to be eligible to bid and be awarded the FA1 position on a line that includes sequences with 757-BA or 767 flying.  However, only Purser-qualified Flight Attendants will be eligible to pick up the FA1 position on 757-BA or 767 from open time, including HIPLOT for AVBL and HVBL, as well as trading with open time. Additionally, only Purser-qualified Flight Attendants will be allowed to pick up the FA1 position on the 757-BA or 767 aircraft via proffered flying, i.e., Make-Up (MU), Option II (II), Voluntary Purser (VP), etc.

Company Announces 767-300 Staffing Cut to Eight FAs

The company announced a reduction in staffing on 767-300 aircraft for IPD (IFS) destinations. APFA can see no reason why this reduction was made.  

The financial benefits to the company are clear, however, our customers will suffer from degenerated business class service with increased workloads. And with increased workloads on board, this reduction will affect inflight rest for our Flight Attendants.

With the modification of the 777-200 and the new 787 business class, the new theme is to push the Purser into an aisle position. Should something happen on the aircraft which requires immediate attention, the service will suffer and our premium passengers will feel the effects. APFA will be filing a Presidential Grievance on increased workload and reduction of inflight crew rest.
