March 2023 Staffing and Allocations

When PBS processing begins, if additional Line holders are needed, those with Reserve status will be changed to Line holder status in the following order:

1. Tentative Flight Attendants whose preference was Lineholder in the LRD process.
2. Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Line holder status in LRD.
3. Most junior Reserve Flight Attendants involuntarily moved to line holder status after all the above have been utilized.

Important: If you are in one of these 3 categories above, you will want to bid 7 layers of reserve and 7 layers of line holder in PBS.



DCA: 36,972 flying hours (-370 month over month)
IAD:   2,536 (+373)
BWI:  2,650 (-3)

42,158 Total flying Hours (DCA, IAD, BWI)

  • March will not be a flex month and the contractual targeted credit range default is 70-90.
  • No vacation monthly buy back was offered.
  • March Holidays and Events: Daylight Savings Time begins March 12 @ 0200; St Patrick’s Day 17th; First Day of Spring 20th.
  • DCA March Reserve seniority begins at system seniority 23,310- OCC date of March 31, 2022.
  • New hire classes are back on the schedule, and we will be receiving 22 new hires at this point for March. These new hires are not included in the LRD process or PBS bidding for March. Class 23-03 has yet to receive their base assignments, but DCA is scheduled to receive additional new hires from this class.

Allocation notes for March:

  • No increase in block hours for March
  • 760 total sequences for DCA, IAD, BWI
  • Increase in ODAN flying to 8.2 (BNA, BOS, CHS, LGA)
  • LAX high-time 1-day turn operates only 2 days
  • PHX pink eyes operating 29 days
  • No charter/honor flights
  • Nine Speaker-designated NIPD sequences
  • 5 NAS turns
  • 61 Boeing MAX sequences
  • Canada RONs YYC, YYZ, YVR

  • < 8 hours  46.8%
  •    8-10 hours 27.2%
  •   10-12 hours 23.6%
  •   >12 hours  2.4%

Scheduled layover rest

  • < 11 hours  0.3%
  •    12-14 hours 27.4%
  •    16-18 hours 20.5%
  •  >24 hours   9.6%

Final Notes for the DCA Base:

February PBS results had minimum constraints of 70 and 78 at system seniority 1 and 10,029. We have seen a trend in these constraints- make yourself aware of how to bid your desired TCR using these constraints as a guide to your relative seniority and what you can hold. Please see the PBS guide for bidding information.

Reminder: 1st QTR 2023 Flight service Web-Based Training is due March 20, 2023.

On January 24th, we held our second successful picketing event at DCA airport. Many of you came to show your solidarity and let the company know we are ready for a new contract, and we stand together to achieve our goals. We were joined by our APFA National President, Julie Hedrick and International AFA President Sara Nelson. Other airline Union representatives and Flight Attendants came to support us too. We had media coverage and all marched together in solidarity to represent the profession. Thank you to all who joined!

On Monday February 6th, the APFA Diversity, Equity, and Inclusion (DEI) team visited DCA and walked the terminal meeting and greeting Flight Attendants. This was a great opportunity to educate about the program and its functionality.

Flight Attendants from DCA, PHL, MIA, CLT, ORD and other bases joined us for the morning walk and in the afternoon, we visited the African American Museum of History and Culture for Black History Month.

We would like to thank the team for coming to DCA.

On February 14, 2023, APFA DCA Contract ACTION team will be walking the terminal meeting Flight Attendants with updated contract talk information, unity pins and APFA lanyards. If you are at DCA, please look for the red APFA t-shirts worn by our Contract ACTION team and stop and say hello!
