1.05.25 – APFA DCA Base Brief – February 2025 Staffing and Allocations

February 2025 DCA Staffing and Allocations
Sunday, January 5, 2025
When PBS processing begins, if additional Lineholders are needed, those with Reserve status will be changed to Lineholder status in the following order:
- Tentative Flight Attendants whose preference was Lineholder in the LRD process.
- Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Lineholder status in LRD.
- Most junior Reserve Flight Attendants involuntarily moved to Lineholder status after all the above have been utilized.
Important:Â If you are in one of these 3 categories above, you will want to bid 7 layers of Reserve and 7 layers of Lineholder in PBS.
- DCA: 40,562 (+3064)
- IAD: 1,385Â (-420)
- BWI: 3,481Â (+53)
45,428Â total flying hours (DCA, IAD, BWI) (+2,697Â month-over-month) (+1,136Â year-over-year)
IAD flying has reduced block hours due to optimization and decreased mainline schedules. We are committed to advocating for the maintenance and increase of flights out of the co-terminal.
Despite the reduction in block hours at IAD, the overall base has experienced a year-over-year increase in block hours. This growth is notable compared to other crew bases, none of which reported an increase in block hours for February.
- February will not be a Flex month
- The contractual targeted credit range default is 70 to 90 with an opening line average of 77.5 for the month of February
- Reserve percentage is down 4% compared to January of 2025 and an increase of 30-line holders which is moving in a better direction
- DCA February most senior reserve starting at 24630 06APR. 2023
- Block hours year over year are plus 2.8%

February Voluntary Leaves of Absence (VLOAs)
Under the 2024 CBA 25.B, Voluntary Leaves of Absence (VLOA) are available at all bases for the February 2025 bid month. 21 unpaid VLOAs are being offered for DCA. The company has stated that VLOAs for February are being offered due to a regular seasonal reduction in flights.
The bidding window will close Tuesday, January 7 at 1200 (CT). You may access the ballot in Comply365 > My Forms > AAFA > FA Voluntary Leave of Absence (VLOA). Flight Attendants awarded a VLOA will receive a CCI message. In January 2025, 17 VLOAs reached junior seniority year of 1999.

Flight Attendant Dependability
The Company has recently changed its notification process regarding Flight Attendants who accumulate attendance points. Previously, local APFA leadership would receive notification letters when a Flight Attendant was placed on any level of dependability. This allowed the APFA to monitor situations, inform Flight Attendants of potential issues, and address disputes related to the infractions.
Under the new policy, the APFA no longer receives these notification letters due to the Company’s concerns about the privacy of the Flight Attendant. As a result, we are unable to proactively assist or address potential dependability issues.
If you receive a dependability notification letter and would like representation from the APFA, please contact us promptly. This will enable us to help you prepare for the meeting and provide support throughout the process.
APFA disagrees with this policy change and continues to advocate for improved practices.
IAD Parking Tag Issue Update
The Company has presented a pre-NODÂ settlement proposal. We are currently reviewing the details, and will communicate our next steps with both you and the Company. We appreciate your patience as we go through this process!
Wishing all of you a Happy New Year filled with health, happiness and success
Thank you for your hard work and dedication.
Here’s to an amazing year ahead!

In Solidarity,
