4.04.25 – APFA LAX Base Brief – May 2025 Staffing and Allocations

May 2025 LAX Staffing and Allocations
Friday, April 4, 2025
No Voluntary Leaves of Absence (VLOAs) are being offered at any base for May 2025.
LAX needs increased headcount without increased Reserve percentages.
In PHX, the processing of vacancy transfers into the base and the placement of new hires at the base has not lowered Reserve seniority.
The answer is not to add headcount while raising reserve percentages to stratospheric levels.
Year-over-year (May 2025 vs. May 2024):
- LAX base headcount has decreased from 1748 to 1661.
- Inactive Flight Attendants has dropped from 162 to 117.
- Reserve numbers have decreased from 296 to 292.
- Reserve percentage has increased from 18.7% to 18.9%.
- System Reserve percentage average has increased from 19.8% to 20.0%.
- System line average has decreased from 82.1 to 78.4.
May 2025 Allocations
Systemwide, the Company is reducing block hours by 12,000 year-over-year when comparing May 2025 to May 2024.
During the Allocations call yesterday, the Company denied that it is suspending new- hire training.
- LAX Total Block Hours: 94,423
- IPD/NIPD Widebody Hours: 35,334
- Domestic Widebody Hours: 2,136
- IPD/NIPD Narrowbody Hours: 11,848
- Domestic Narrowbody Hours: 45,105
Satellite and Co-Terminal Block Hours
- ONT: 3,912
- SNA: 5,442
- LAS: 1,674
- SAN: 1,158
ODANs – 2.667 ODAN sequence starts per day at LAX for May 2025.
The LAX Allocation Group continues to provide feedback to the company regarding sequence construction, sequence duration, etc.
For example, the number of 3-days remains problematic. These trips frequently end up in ETB and Open Time.
The Company’s systemwide reliance on the Optimizer for sequence construction continues to be the biggest impediment to a bidsheet which meets flight attendants’ needs. A bidsheet which meets our needs results in happier flight attendants and better reliability. A win-win for the company and for us.
2nd Quarter 2025 Inflight Web-Based Training
This quarterly training must be completed by Monday, June 2 at 23:59 (CT)
Read and Acknowledge
A Read and Acknowledge has been loaded into Comply365, and is due by April 28, 2025.
The Read and Acknowledge covers the changes to aircraft door procedures which went into effect on April 1st.
The path to access the form is: Comply365 > My Publications > Comply > ACTION REQUIRED: Read and Acknowledge
T5 Access
Some Flight Attendants recently were unable to access T5 from the bus stop with their LAWA badges. Flight attendants were told incorrectly that our badges no longer permitted badge access to T5. This created confusion, major inconvenience to flight attendants and flight delays.
I followed up with LAX Inflight last week, and was told that the T5 bus stop access was mistakenly omitted from our badge authorizations.
The issue has been corrected. All Flight Attendant LAWA badges now work at T5.
The company has confirmed that any performance or attendance infractions resulting from this issue have been removed from flight attendants’ records.
If you incurred any infraction from this Company error, and if it has not been corrected by the Company, please let me know ASAP.
Passport Renewal
A CCI was sent out on March 28th regarding the new passport renewal payment process for airline crew.
When renewing, you will pay the passport fee with credit, debit or PayPal through pay.gov. You will then receive a payment confirmation at your preferred email address. Print this confirmation and include it with your mailed application packet.
Passport fees have not changed, and the passport fee reimbursement process remains the same.
You can review the updated Passport Renewal guide and the Pay.gov user guide in Comply365:
- My Publications > Document Library > EFB User Guide > U.S. Passport Renewal Guide
- My Publications > Document Library > EFB User Guide > How to guide for using Pay.gov
Call Out Pay/Report No Fly
“Call Out Pay/Report No Fly” is pay that applies when a Flight Attendant reports to the airport for a specific flight assignment but does no flying as specified in Hours of Service, Section 11.D.3.
Examples:
- I am flying LHR-LAX. My crew reports to LHR at 1000 local time. The aircraft goes out of service. The flight is canceled and my crew is released at 1300. We are entitled to 3 hours of flight time pay for that duty period. We get paid the greater of 3 hours pay and credit or Time Away From Base (TAFB) pay and credit. In this case, 3 hours pay and credit is the greater.
- I am flying JFK-LAX. My crew reports at 1000 local time. Our flight incurs a rolling delay due to a mechanical. The flight is canceled, and we are released at 1500. My crew is entitled to 3 hours flight time pay and credit for that duty period. We get paid the greater of 3 hours pay and credit or TAFB pay and credit. In this case, 3 hours pay and credit is the greater.
- I am flying HNL-LAX. My crew reports at 1000 local time. The inbound flight is severely delayed, and once it arrives, a major mechanical is discovered. The flight is eventually cancelled. My crew is released at 1800. My crew is entitled to 4 hours pay and credit for that duty period. We get paid the greater of 3 hours or TAFB pay. In this case, the 4 hours of TAFB pay and credit is the greater.
All too frequently, Flight Attendants are not being paid for these mid-sequence reports. Please keep an eye on your sequence to ensure you are paid. If you do not see the mid-sequence report pay within a few days, please complete a Direct Connect and follow up with APFA.
