PBS Preliminary Manning Plan – October 2025

Reserve Projections

We are projected to have 534 Reserves for October, which is 15.3% of the base. Our Reserve numbers are .03% higher than September, and 2.9% lower than October 2024.

The reserve seniority date for September at the start of PBS was 13OCT22. For October the most senior reserve date will be seniority 27OCT22 with a system seniority number of 22549.

Flying Summary

EZE will operate two daily trips on the 777-200 and 787-8. GIG will operate daily on the 777-200. GRU will operate two daily flights with two 38-hour layovers on the 777-300 and 777-200 and a rocket on the 787-8. LHR will operate two daily flights, both on the 777-300. BCN will operate daily on the 787-8, and MAD operates on the 777-200. FCO is beginning on 06 October on the 787-8.

For domestic, there is a daily PHL turn positions 1-8 on the 787. It has a 4-hour sit that is scheduled for a day room hotel.

Reserve Not in Position/Out of Base

We continue to have too many allegations regarding reserves not in position to accept an assignment while on a Reserve Availability Period (RAP). The Company is aggressively enforcing the requirements of JCBA Section 12.H.1. You must be able to report to the airport within three (3) hours for a MIA/FLL/PBI trip while serving a RAP based in Miami.

If you are on reserve and you have a triggering event such as a TM (no contact, trip missed), MT (missed trip), LC (late call out or sick on contact), or a late request of a PO (personal off), the Company will conduct a travel audit and compare it to your reserve schedule. They will conduct a 35R investigation which is your contractual right to union representation. During this investigation, they will pull your travel history, including past, current AA listings, and other airlines. They will use other evidence to substantiate their claim that a Flight Attendant was not in position to report within the contractual timeline while receiving guarantee pay when they are not available for work.

We still have numerous investigations ongoing across the system regarding this topic. Most of these investigations have resulted in termination, even after just one incident regardless of employment duration or exigent circumstances.

APFA strongly disagrees with the Company’s position and decision to terminate Flight Attendants in these situations. Termination is extreme, and we will continue to challenge each of these terminations.


New Notice of Dispute (NOD) Filing Request Form

A Notice of Dispute (NOD) is defined as a dispute between a Flight Attendant(s) and the Company involving any action of the Company affecting the Flight Attendant. The NOD can refer to contract violations, company policy, disciplinary actions, pay discrepancy issues, or other workplace concerns. In these cases, you may have the option to file a NOD.

We have created a new APFA Notice of Dispute (NOD) Filing Request Form. Please note that completing this form does not officially file a NOD. Use this form if you would like a Base Representative to review your case for a potential NOD. Your information will be forwarded to your APFA Base Union Representative for evaluation.

Please include any steps you have already taken with your Crew Manager and the outcomes of those discussions. Contact your Crew Manager before submitting this form.

Once your form is received, the Base Representative will review it and contact you to evaluate your case to consider filing a NOD.

  • Step 1 – APFA Base Representative files a Notice of Dispute (NOD) with their Crew Manager, Crew Attendance/Performance Manager, on behalf of the Flight Attendant.
    • APFA Rep will begin Informal discussions with Management to try and resolve the dispute.
    • If those discussions are successful, the NOD is resolved with a settlement.
    • If no resolution is reached, a Dispute Resolution Conference is scheduled.
  • Step 2 – Dispute Resolution Conference (DRC)
    • The Base Representative will schedule the DRC with local management. This meeting is for the Flight Attendant and the APFA Rep to present the case.
    • If an agreement is reached, the NOD will be considered resolved with a settlement.
    • If the parties are unable to resolve the issue following the DRC, the NOD may be submitted to the Grievance Determination Conference.
  • Step 3 – If no settlement is reached at the DRC, the case leaves the Base and moves forward to the Regional Representative and the System Board of Adjustment (SBA), where it will be reviewed.  If you’d like more details on the entire process, please see the links below.

UM Deplaning Procedures

Unaccompanied Minors have been leaving the aircraft before the crew escorts them. If you have a UM, the company is holding the lead Flight Attendant responsible for that UM once the paperwork is signed.

Coordinate with your crew on deplaning procedures. If possible, work with the agent to seat the child near a crew member so they can be monitored during deplaning. Before landing, remind the UM they must stay onboard until deplaning when the crew escorts them off.


Quarterly Training

3Q 2025 Quarterly Training is now available in the Learning Hub. The deadline to complete this training is Oct 7, 2025, at 2359CT.


Drug and Alcohol Testing

We have seen a sharp increase in positive drug and alcohol positive tests.

A positive alcohol breath test that is .02% percent or higher is a positive Company test. A breath test that is .04% or higher is also a positive DOT test. The 8-hour rule that prohibits alcohol consumption prior to duty must be used with careful discretion. Many factors can contribute to a positive test even after eight hours: body weight, food consumption, amount of alcohol consumed, and others.

Illegal drug use is prohibited. Regardless of your state residence and local laws, marijuana usage is not allowed by the DOT.

Prescription drugs covered in the testing program must be used within the prescription directions. For example, if you are prescribed an opiate (such as Vicodin) for tooth surgery and take one many months later when you cannot substantiate that the tooth is still why you are taking the medication, it could result in a positive test result as determined by the Medical Review Officer.

Like alcohol, some drugs can stay in your system for long periods of time. You may be eligible to continue your employment and return to active status after a first positive test, pending conditions set by EAP. A second positive Company or DOT test will result in termination of employment. A second positive DOT test during your career will result in a permanent bar from serving in any safety-sensitive position covered by the DOT. This means serving as a Flight Attendant at any airline, bus driver, truck driver, etc.

Use caution and take care of yourself. Many resources are available if you need or want help.
