Phoenix Employee Parking Program Update #3

On Monday, March 16, 2026, Alana Billingsley represented the Association of Professional Flight Attendants in another meeting with the City of Phoenix’s Aviation Director.
In March of last year, the City of Phoenix had to close public parking garages due to occupancy levels. After implementing the Blackout Dates below, they have not needed to displace the public. There have been some high occupancy rates, and the decrease in employee premium lot discount parking saved the city from closing the Terminal 4 parking garage.
There have been many notable improvements made in response to your feedback.
- Opened the West Lobby at 44th Street, facilitating easier access to the Sky Train Station.
- Trimmed Foliage
- Lighting Inspections of the 44th Street and West Economy Lots to ensure proper lighting.
- Dedicated Buses from 44th Street to terminals 3 and 4 during nighttime maintenance hours.
- 2 Buses: 10 pm -5 am, nightly
- Pick up locations are T4- Door 22, T3- Door 8, 44th St. Station- South Curb
- Additional wayfinding signage to direct employees to open parking spots.
- The lots are monitored by CCTV, and wayfinding signage will be utilized as needed.
- Additional Contract Security Guards have been brought on.
- Additional lot sweeps are performed by Phoenix PD, Contract Security, Operations, and Parking Contractors.
- Contract Guards are offering Escorts to Vehicles at the 44th Street Lot
- Inquire at the Main Booth if you would like a Security Escort
- The 44th Street Shuttle will do vehicle drop-off at night
APFA has provided feedback to the city about the implementation of the blackout dates and the impact it had on the employee parking lot. They will continue to utilize the wayfinding signage to direct people to open spaces. Keep in mind that the 44th Street Lot has parking on both the East and West end of the lot.
Employee Parking Discounts
The City of Phoenix is working to find an implementation date that will be appropriate for making changes to our discount rate. We will communicate that date as soon as possible. Until implementation, our discount rate will remain the same. After implementation, you can expect the following changes:
- Upon implementation, parking cashiers will no longer be authorized to accept physical employee identification at public parking facility exits. You must use your parking proxy card to enter and exit the facility.
- PHX Based Employees who are enrolled in the parking program but choose not to park in their free assigned parking lot will enjoy a 40% discount off the current daily rate, excluding blackout dates. You must use your parking proxy card to enter and exit the parking facility to receive an employee discount. Lost or stolen cards will be subject to the full daily rate. No refunds or adjustments will be granted after a parking transaction is completed. Employee discounts should only be used for business purposes, no personal travel.
- If demand for parking increases, the city may reduce the discount by another 10% if either of the following occurs
- Any public parking facility is required to be closed to the public due to occupancy levels
- The 3-month average occupancy level of any public parking facility exceeds 75%
- Non- PHX Based Employees and PHX Based Employees who choose not to enroll in the City Parking Program may enroll in the Airline Employee Corporate Parking Reservation Program.
- We are still working on improving the discount from the 10% originally proposed by the City. Once we agree on the discount, it will be communicated by hotline as well as on skyharbor.com/employees
- The program will allow you to earn other benefits, such as free parking days.

- West Economy Roundtrip Shuttle to Terminals 3 and 4
- 44th Street Lot restriping and space numbering
- 44th Street Lot Circulator Tracking
- ADA space evaluation (The lot meets ADA regulations, but feedback shows that the demand for the spaces can exceed availability.)
- EV charging evaluation of complimentary L1 chargers for 44th Street and West Economy
- Future Solar Parking Canopies with negotiations to expand proposed coverage to the entire 44th Street Lot

Q1: Will there be changes to the Terminal 4 Rooftop Parking Program?
A1: No, that program is not run by the City of Phoenix. Every business in the airport is allotted a number of rooftop parking passes, and those businesses may distribute them as they wish. American Airlines chose to continue to honor the program started by America West.
Q2: Why don’t they get rid of the rooftop parking program to free up more spaces for other employees?
A2: We are not negotiating less favorable conditions for any of our flight attendants. The rooftop parking program was started at America West. The program was honored through each of the mergers. We will be calling meetings with the company to ensure that rooftop parking is maintained and made available to PHX Based Flight Attendants as parking is relinquished through retirement or base transfers.
Q3: I do not feel safe going to my car in the employee lot at night. How is the city addressing that?
A3: Personal Escorts to vehicles for employees are available on request. Contact the Security Guard at the vehicle lot entrance or call Ace Parking (602) 273-3302. The Ace Circulator Shuttle will also be available to drop off employees at their vehicles upon request during non-peak hours. The city has enhanced their security measures as well with 24/7 security patrols utilizing police, airport operations, private security, and ACE parking lot attendants.
Q4: Is there still a Carpool & Alternative Fuel Parking Program?
A4: Yes. Qualified Employees must apply every 6 months. Contact American Airlines Inflight Parking Coordinator Lona Hart for more information.
