4.03.26 – APFA PHX Base Brief – May 2026 Staffing and Allocations

May 2026 PHX Staffing and Allocations
Friday, April 3, 2026
Today, APFA Base Representatives participated in the Company’s monthly staffing call to review allocations, staffing levels, and operational planning for the upcoming bid month. During this discussion, Union leadership conducted a detailed analysis of current staffing data, projected operational needs, and the anticipated impact on Flight Attendants systemwide.
These discussions are not merely informational. The data presented in these meetings directly drives the construction of the bid month, influences Reserve utilization, and ultimately affects the schedules, quality of life, and contractual protections of every Flight Attendant.
The continued increase in Reserve percentages remains a significant concern. There is no clear operational or contractual basis supporting this trend. The Company’s reliance on prior-year Reserve levels, rather than adjusting to current operational data, raises serious concerns regarding whether staffing decisions align with both the spirit and intent of the Collective Bargaining Agreement.
Additionally, line averages approaching 80 hours continue to place unnecessary strain on the operation. Ongoing understaffing at the PHX base has contributed to a cycle of inefficiencies, including increased reliance on red flag flying, higher sick leave usage due to limited flexibility, depletion of Reserve availability, and a reduced Reserve pool driven by legalities. These conditions are not sustainable.
The path forward is clear: staffing at the PHX base must be increased, including the addition of new hire Flight Attendants. Staffing allocations should be based on accurate, real-time operational data—not outdated models or assumptions.
APFA does not support arbitrary increases in Reserve assignments that fail to reflect current operational realities. Flight Attendants should not bear the burden of ineffective crew planning.
We have clearly communicated our position to the Company. The current Reserve levels are excessive and must be addressed. APFA will continue to advocate for appropriate staffing levels and hold the Company accountable to ensure decisions are reasonable, data-driven, and consistent with the Collective Bargaining Agreement.

Flights Between Phoenix and Anchorage Resume in Late-May
Non-stop service between Phoenix and Anchorage will resume for the summer season beginning May 21 and will operate through September 8 aboard the Airbus A321neo. This seasonal route continues to be an important part of the Company’s summer network, offering a direct and efficient connection between the Valley and Alaska during one of the busiest travel periods of the year.
Flights are currently scheduled to depart Phoenix at 7:11 PM, arriving into Anchorage at 11:52 PM. The return segment is scheduled to depart Anchorage at 11:42 PM, with an early morning arrival back into Phoenix at 6:11 AM the following day.
This service not only supports increased leisure travel demand to Alaska during the summer months, but also creates additional flying opportunities and sequence variety within our base. The resumption of this route reflects continued demand for non-stop service between these two markets and reinforces Phoenix’s role as a key gateway within the system.
Through ongoing discussions, along with continued advocacy in partnership with PHX Inflight, we are pleased to share that this flying will be assigned to PHX-based Flight Attendants. This is a meaningful outcome that supports base flying, helps maintain schedule consistency, and ensures that our crews are directly connected to the flying originating from our base.
We will continue to monitor how this operation is built and awarded as we move closer to the May bid month and will provide any additional updates as they become available.
