One of the best Reserve improvements in the CBA has been the implementation of 11.G. – Standby Reserve Duty Limitations.

The new language in 11.G requires that standby reserve duty limitations are calculated based on the report time of the standby shift, and the duty period maximum as published in the chart in 11.F. Duty limitations are no longer tied to the report time of the sequence assigned on standby.

CBA 11.F:

This is a huge improvement for Reserves who are serving standby. Here is an example of how this works today in comparison to how it worked in the JCBA:

CBA: The duty period maximum is limited to column 2 of 11.F, based on the report time of the standby shift in column 1. This means a Standby who reports at 0430 would have a duty period maximum of 11:15, regardless of the report time of the assigned sequence.

JCBA: the duty period maximum was calculated based on the report time of the trip in 11.E, regardless of standby report time. This meant that a Standby reporting at 0430 who was assigned a trip with a 0630 report time would be subject to a duty period maximum of 13:15.

Here is the new language in the CBA:

There are three exceptions to the duty limitations provided for in 11.G:

ODANs

ODANs have their own section in the CBA, found in 11.L.  An ODAN duty period can be scheduled up to 14 hours of duty time, and a Flight Attendant may be required to remain on duty for 15 hours to complete the sequence.  The beginning of 11.L. states that the language for ODANs are an exception to paragraphs 11.E. and 11.F. This means that a Standby would be legal to be assigned an ODAN during a Standby as long as the duty period is scheduled for no more than 14 hours at the time of the sequence assignment.

IPD and NIPD

Both International trip types would be legal for a Standby assignment so long as the Standby Flight Attendant is scheduled in accordance with the duty time limitations in 14.D.

Single Duty Period Sequences with 2 Live Segments that Exceed 8:59 Block Time – 11.E. NOTE

The Domestic Duty Limitations for Sequence Construction (CBA 11.E.) has a NOTE at the bottom of the chart with a carve out for trips with 2 segments and block time of 8:59. Examples would be ORD-SFO, ORD-SEA, CLT-LAS, CLT-SFO etc.  This would also include red-eye turns that exceed 8:59 block time. The scheduled duty time – including the Standby duty time – may not be scheduled more than 14:00 or exceed 15:00 in actual operations.
