Today, APFA Base Representatives participated in the Company’s monthly staffing call to review allocations, overall staffing levels, and operational planning for the upcoming bid month.
During this call, Union leadership conducted a thorough and data-driven analysis of current staffing levels, projected operational demand, and the anticipated systemwide impact on Flight Attendants. These discussions are not routine—they directly shape how the bid month is built, influence Reserve utilization, and ultimately determine the quality of life, workload, and contractual integrity for every Flight Attendant.
Let’s be clear: despite continued engagement, data presentation, and efforts by your Union, the outcome remains unchanged. The Company continues to refuse bringing new hires to PHX while simultaneously maintaining elevated Reserve numbers. This is not a result of operational necessity alone—it is a choice. A choice to operate lean, a choice to rely heavily on Reserves, and a choice to disregard the very real impact this has on Flight Attendants’ schedules, flexibility, and overall well-being.
We have consistently communicated that reducing sick calls should lead to improved staffing conditions. It has not. The message from the Company is clear: they will continue this strategy because they can. That reality should not be ignored, minimized, or sugarcoated.
Canadian layovers have been identified in the June bid month. Flight Attendants should be aware that when traveling from the United States to Canada, only commercially packaged, baked, or processed foods are generally permitted for personal use, and all food items must be declared upon entry. Failure to comply can result in fines or confiscation. If you are bidding or awarded a sequence with a Canadian layover, plan accordingly and review all entry requirements in advance.
We strongly encourage all PHX Flight Attendants to carefully review this Base Brief in full. Your APFA PHX Base Representatives will continue to advocate aggressively on your behalf. We will continue to challenge decisions that negatively impact this workgroup and push for solutions that prioritize both operational stability and contractual compliance. This quarterly training must be completed by Wednesday, July 1 at 23:59 (CT) to avoid a Missed Assignment (MA).

- One (1) Month On/ Three (3) Months off Reserve Rotation: 1168
- One (1) Month On/ One (1) Month off Reserve Rotation: 188
- Straight Reserve (Two (2) Years): 63
Senior Bump to Reserve Duty – (CBA 12.A.3.c.)
Please remember that if you decide to switch from Lineholder to Reserve while the LRD tool is open from the 3rd to the 7th, you will not meet your Reserve rotation requirements if you have more than three (3) days of vacation. You will still be subject to Reserve duty in the following months.
