Today, APFA Base Representatives participated in the Company’s monthly staffing review to discuss staffing allocations, Reserve utilization, and operational planning for the upcoming bid month. During these discussions, Union leadership conducted a detailed analysis of projected flying, staffing levels, operational forecasts, and the anticipated impact on Flight Attendants across the system. These conversations are critical, as they directly influence how the bid month is built and affect Reserve coverage, scheduling flexibility, workload, and overall quality of life for our members.
Unfortunately, the outcome remains unchanged. Despite continued advocacy, extensive data analysis, and repeated discussions with the Company, PHX continues to be excluded from new-hire allocations while Reserve numbers remain disproportionately high. We have consistently demonstrated that declining sick leave usage should translate into improved staffing conditions, yet no meaningful adjustments have been made. The Company has chosen to continue operating with a lean staffing model that relies heavily on Reserves and places an ongoing burden on Flight Attendants. We recognize that this message may sound familiar, but the reality has not changed. Your APFA PHX Representatives will continue pressing for staffing solutions that improve operational balance, protect contractual rights, and address the concerns of this workgroup. We encourage every PHX Flight Attendant to review this Base Brief carefully and reach out to your Base Representatives with any questions or concerns.

- One (1) Month On/ Three (3) Months off Reserve Rotation: 1164
- One (1) Month On/ One (1) Month off Reserve Rotation: 186
- Straight Reserve (Two (2) Years): 73
Senior Bump to Reserve Duty – (CBA 12.A.3.c.)
Please remember that if you decide to switch from Lineholder to Reserve while the LRD tool is open from the 3rd to the 7th, you will not meet your Reserve rotation requirements if you have more than three (3) days of vacation. You will still be subject to Reserve duty in the following months.
