A Clearer View of Where Your Dues Go

APFA is committed to giving you a clear and honest view of how your dues are put to work. As your National Treasurer, I want to share some of what we have been building toward that goal, and what you can expect to see in the weeks ahead.

Reporting you can rely on takes more than posting numbers. It takes the right systems behind them. For years, much of APFA’s financial operations ran on paper and in manual spreadsheets, which made it difficult to produce timely and consistent Member-facing reporting.

Over the past few years, we have modernized those systems so that the information you receive comes straight from our records:

  • QuickBooks for accounting
  • Deltek/Replicon for representative timesheets
  • Concur for expense reporting, invoice processing, and purchase order processing
  • ADP for payroll processing
  • Designed and developed the Trip Removal Application for tracking representative pay and time loss, and to give Budget Stewards and leadership real-time insight into those costs.

Because each report draws directly from these systems, the figures are not assembled by hand. They are generated automatically from data already entered, authorized by the responsible budget stewards, and approved by your National Officers in accordance with APFA policy. What you see reflects our actual records and the controls behind them, not one person’s manual tally based on review of records.

This work has been done with our IT, Data, and Website Departments, and in coordination with your Base Presidents. The rollout begins this summer, after the LM-2 for Fiscal Year 2025–2026 is filed.

What’s Coming to the Members-Only Section of the APFA Website:

These updates will be published in the Members Only section of the APFA website, in the following order:

1. The Annual Budget (available now). The detailed budget was presented and approved at our Annual Convention, so you can see in detail how funds are allocated before a single dollar is spent.

2. Representative Hours Paid Report. A breakdown of how many hours your representatives are removed/paid by APFA, alongside the worked hours they have reported on their timesheets to substantiate that pay.

3. Interactive Financial Reports. Budget-versus-Actual reporting, plus a breakdown of spending from our special funds, including the NNRF, Arbitrations, Voting & Elections, and Litigation.

4. Dues, Finances & Membership Pages Overhaul. A full reorganization of these pages, including dues arrears collection performance, easier access to our LM-2 filings and annual audits, and a cleaner overall membership experience.

📌 The annual budget is live today. The other reports and changes listed above will roll out in phases over the summer, following the LM-2 filing.

What to Expect Next

Rather than waiting until every piece is finished, I want to keep you informed as this work progresses. Building it the right way takes time, and getting the numbers right matters more than getting them out fast. Each report will be announced as it goes live, so please stay tuned for more in the coming weeks. Next month, you can also expect my annual recap of the LM-2 filing for the fiscal year ending March 31, 2026.

Your Right to APFA’s Financial Records

This is your money, and the right to see how it is used is yours. Under Article II, Section 3.B of the APFA Constitution, every Member has the right to access all administrative and financial reports and records. Under Section 7.G.1 of the APFA Policy Manual, those records may be reviewed through your Base President or the Office of the National Treasurer, and the Policy Manual specifically provides that the Members Only section of our website may carry information on the financial status of the Union, which is exactly what this reporting is built to do.

Federal law also provides a right of access to certain information. Under Section 201(c) of the Labor-Management Reporting and Disclosure Act (LMRDA), every Member, upon a showing of just cause, is entitled to inspect the books, records, and accounts necessary to verify the accuracy of the annual financial report (Form LM-2) that APFA files each year with the U.S. Department of Labor’s Office of Labor-Management Standards (OLMS).

Our LM-2 filings are posted in the APFA Finances section of the APFA website and are also public; anyone with a computer and internet connection can examine the reports or obtain copies through the OLMS Online Public Disclosure Room at www.unionreports.dol.gov.
