7.08.26 – APFA PHL Base Brief – August 2026 Staffing and Allocations

August 2026 PHL Staffing and Allocations

Wednesday, July 8, 2026

Hello PHL,

We held our monthly Allocations call on Friday, July 3, to review the August schedule and staffing projections.

The August 5 schedule change officially marks the beginning of the seasonal transition out of the summer flying schedule. As flying demand decreases, the operation will begin its planned schedule reductions, including a decrease in flying and the offering of Voluntary Leaves of Absence (VLOAs) to help align staffing with operational needs.

Reserve staffing continues to trend in a positive direction. For August, 538 Flight Attendants are projected to serve on reserve, compared to 576 during the same month last year. This represents an overall decrease of approximately 3%, reflecting improved staffing levels and continued operational reliability.

ALLOCATIONS

Block hours are higher than last year, but lower than last month. Both are to be expected. Last month was 189,738. Last year was 161,550.  This month we have 176,679 block hours.

NEW HIRES

New Hire classes have concluded for the year. As a result, the Reserve (RSV) numbers reflected in the LRD will accurately represent staffing levels.

RESERVES

From July to August there isn’t much of a change. The number of projected Reserve Flight Attendants hovers this month around 538 or 17.9%, compared to July at also 17.9%. The system average is 21.1%.

STAFFING

In August, the opening projected line average is 76.5 hours. Last year’s was 78.7 hours and the system-wide line average this year is 76.7. Please note that these figures are subject to change based on bidding behaviors. This projected line average might change based on what we decide to do with VLOAs. We always have the option to add more VLOA’s,  but that raises our opening line average. We are a high-time, hard-working base so the discussion is ongoing with the Company.

VOLUNTARY LEAVES OF ABSENCE (VLOAs)

We were originally scheduled for only 8 VLOA’s in PHL. We have asked to increase that number. Our line average will jump to 78.00 hours, which will allow approximately 55 VLOA’s to be offered for August.

EFB COMPLIANCE

As a reminder, Flight Attendants are responsible for checking for updates at the start of every trip. This includes reviewing all system updates, ensuring Comply365 is updated, and confirming your device is properly synced.

GENERAL REMINDERS

  • Labor Day: Labor Day falls on Monday, September 7, so it will have little to no impact on August operations or scheduling this year.
  • FIFA World Cup: The FIFA World Cup continues throughout the month, and additional charter flying may be added as the tournament progresses. Any charter opportunities and operational updates will be communicated through CCI messages as they become available and are posted for bidding in TTS.

Commuter Reminder

Commuters — by train, plane, or automobile — plan accordingly.

July is expected to be especially challenging for commuters traveling to and from PHL due to increased summer travel and special events.

  • If you do not currently have a commuter city listed, complete the commuter form in Comply365.

📌 Reminder: Please reference CBA Section 37.I (Commuter Policy) for applicable protections and guidelines.
