There will be no Voluntary Leaves of Absence (VLOAs) offered for May.

When PBS processing begins, if additional Lineholders are needed, those with Reserve status will be changed to Lineholder status in the following order:

  1. Tentative Flight Attendants whose preference was Lineholder in the LRD process.
  2. Reserve Flight Attendants who toggled to Pref LH in the LRD who were unable to hold Lineholder status in LRD.
  3. Most junior Reserve Flight Attendants involuntarily moved to Lineholder status after all the above have been utilized.

Important: If you are in one of these 3 categories above, you will want to bid 7 layers of Reserve and 7 layers of Lineholder in PBS.


  • DCA: 47,176 (+2798)
  • IAD: 1,590 (-231)
  • BWI: 3,481 (+8)

52,247 total flying hours (DCA, IAD, BWI) ( +2575 month over month) (+6229 year over year)

Year over year block hours has increased by 14.4% and head count has increased by 92 flight attendants

  • May will not be a flex month
  • The contractual targeted credit range default is 70-90
  • With an opening line average of 79.4% down .5 % from last May
  • Reserve percentage is +.1% from last year’s May 2024
  • Reserve demand will increase with increased block hours
  • DCA’s most senior Reserve system seniority starting at 26,606 (April 4,2024)

DCA will be receiving new hires throughout the month with a total of 61 new Flight Attendants, a total of 5 classes with 2 classes able to bid in PBS, and 3 classes will be assigned a reserve line.

  • Sit-time Rig and Pay
  • Initial Electronic Communication System Information (ECS) – Phase 1

With numerous changes and improvements being implemented in CBA 2024, we are taking the opportunity to stay informed about these developments so we can assist you when needed. These improvements have been hard-fought, and we will ensure that the company adheres to the intent of these positive changes.

We have heard about various issues outside of the Collective Bargaining Agreement (CBA), such as ride-share drivers causing delays in the parking lot, safety concerns for employees commuting during late-night hours, catering failures, and inadequate crew room chairs. As your union, we will always stand by our members and advocate for meaningful changes, even if they are not contractual.

We ask that when you contact your crew or the base manager regarding these types of non-contractual issues, you copy APFA base leadership in the email. This will allow us to actively monitor your concerns. Keeping your local APFA leadership in the loop ensures that when we meet with the company, we are all on the same page with the same documentation, ready to request improvements.

Going forward, once you contact your APFA DCA base leadership with an issue, you will be sent a form to complete. This form is designed to collect all relevant details, ensuring we have the proper documentation and information needed to support you effectively, especially since the company often requires this level of detail.

Just like today, when you reach out with any issue or concern, we will send you this form via text or email. You can fill out the information and return it, allowing us to maintain a log and paper trail of these issues. We will assist you in the moment but will also want to gather the information using this form for further discussion and documentation.
