6.27.25 – APFA DCA Base Brief – BWI Parking Permit Grievance

BWI Parking Permit Grievance
Friday, June 27, 2025
DCA Flight Attendants:
A grievance will be filed regarding the company’s recent handling of BWI parking permits, which we believe violates our contract. A similar grievance was filed last fall concerning parking procedures at IAD involving comparable contractual breaches.
This Notice of Dispute (NOD) should be heard at the next Quarterly System Board meeting.
The company is interpreting the 2024 CBA Contract Language (Section 4.D. – Parking) in a way that limits the number of Flight Attendants eligible for Co terminal parking and is also issuing parking permits out of seniority order. We strongly disagree. If the company intended to negotiate different parking provisions, that should have been addressed during collective bargaining. Every CBA has a tangible, negotiated value, and this issue is no exception.
By restricting access to parking at Co terminals the company is saving tens of thousands of dollars -money that should be reinvested in DCA, this could take the form of upgraded crew rooms, enhanced rest areas, reclining chairs or even stipends for Flight Attendants who were denied parking passes.
The issuance of parking is the cost of doing business.
Your local union remains committed to enforcing our contract and advocating for our members. We will continue pursuing this grievance and engaging in open dialogue with the company to ensure your contractual rights are upheld.
In Solidarity,
