Supplemental Employee Premium Parking Discount Program – Finalized Changes

The City of Phoenix has finalized updates to the Supplemental Employee Premium Parking Discount Program. These changes reflect the impact of continued Union advocacy. When the Phoenix Aviation Department proposed significant increases to premium parking costs, there was no opposition from the Company—making Union engagement critical in securing more reasonable outcomes for employees.

The discount program is strictly limited to employee use for work-related purposes only and may not be used for personal travel. Any misuse may result in the immediate loss of parking privileges. Employees utilizing airport parking for personal travel will be subject to the applicable public parking rates.

Key Program Changes

Automated System Implementation

• Manual processing has been eliminated
• Parking cashiers will no longer accept employee IDs for discounts
• All transactions will be fully automated and self-service

Required Parking Access

• Employees must use their issued parking proxy card
• Card is required for both entry and exit
• Discounts will be automatically applied at exit

Updated Discount Structure

• 40% off the public full daily parking rate
• Discount applies only after the daily maximum is reached
• Partial-day parking is not eligible for a discount
• Discount is not valid during blackout dates

Discount Application

• 40% discount applies only after reaching daily max:
  • ~5.5 hours in terminal garages
  • ~3–3.5 hours in economy lots
• No discount on partial-day parking
• Blackout dates

Access & Payment

• Must use employee parking access card
• Charges are automatically calculated at exit
• No refunds or post-transaction adjustments

Lost or Stolen Cards

• Employees will be charged the full public rate until replaced

Program Monitoring

• Initial 3-month evaluation period
• Discount may be reduced if:
  • Public garages must close due to capacity
  • Average occupancy exceeds 75%

If changes occur, a new evaluation period will begin.
