5.06.26 – APFA PHL Base Brief – June 2026 Staffing and Allocations

June 2026 PHL Staffing and Allocations
Wednesday, May 6, 2026

Hello PHL,
Our monthly Allocations Call took place on Sunday, May 3. June will reflect a significantly larger operation compared to last year, with continued growth across the base as the Company maintains a strong focus on operational reliability throughout the summer season.
The total headcount for PHL has increased by approximately 250 Flight Attendants over last year. Reserve usage is down and block hours are up.
While our block hours have increased, Reserve numbers have decreased to 532 compared to last year.
ALLOCATIONS
Up we go! Last month, we were allocated 190,920 flying hours and this month we jumped up to 195,211 hours. That is almost 30,000 more hours than last year.

NEW HIRES
This month we welcomed four new hire flight attendant classes. PHL gained 44 new flight attendants. Be sure to say hi and show them that brotherly love. 10 people will be bidding in PBS and 34 will be added after. The total number will be deducted from the reserve number in the LRD.
RESERVES
The block hours have gone up and the reserve numbers have gone down compared to last year. This is great news. However, the jump from May to June is rather substantial. The number of projected Reserve Flight Attendants increases this month to 532 or 17.9%, compared to May at 13%. The system average is 22.9%. The LRD number will be 532 minus the 44 new hires before and after PBS. This means that 488 flight attendants will be held to Reserve for the month of June
STAFFING
In June, the opening projected line average is 82.4 hours. Last year’s was 81.5 hours. The system-wide line average is 81.6. Slightly higher this month but as a base, we tend to prefer higher line averages. Please note that these figures are subject to change based on bidding behaviors.

VOLUNTARY LEAVES OF ABSENCE (VLOAs)
The Company has indicated that there will be no Voluntary Leaves of Absence (VLOAs) offered for the upcoming bid period.
SEQUENCE STATISTICS
We are continuing to hear many of the same themes discussed last month: longer sit times, extended duty days, and slightly longer layovers.
The increase in sit times is largely being driven by additional evening aircraft swaps throughout the operation. In turn, the combination of longer sits and increased block hours is contributing to longer overall duty periods.
On a more positive note, layover rest periods are seeing slight improvements and are expected to continue improving in the coming months.
The longer sit times are also being intentionally built into sequences to help preserve trip continuity. As many Flight Attendants experienced during recent IROPs, misconnects often result in crews being removed from their original sequences. By building in additional sit time, the operation has a greater opportunity to recover delays and maintain crews on their scheduled trips rather than breaking sequences apart.

ODANs
ODANS are slightly down again this month but offer more variety. Available to bid will be CMH, ATL, RDU, CLE, PIT, IND, PVD, BOS AND BDL. Be mindful that not all ODANs operate daily.
