Q6: What is the Negotiations and Negotiations Related Fund (NNRF)?
The NNRF is a fund used to fund contract negotiations and items related to negotiations. Some items paid from the NNRF include professional negotiating attorney and economist fees, booklets, swag, pickets, base visits, etc. This fund cannot be used for any other purpose.
Q7: What is the change you are proposing to the NNRF funding in Ballot Measure #2?
The proposed change will introduce minimum (floor) and maximum (ceiling) balances for the NNRF. These balances will be established by the APFA Board of Directors (your elected Base Presidents)Â with guidance from financial advisors and economists.
When the NNRF reaches the ceiling, contributions will pause and redirect to APFA’s general budget, expanding services to Members.
When the NNRF reaches the floor or at the start of negotiations, funding into the NNRF will resume. Spending from the NNRF will occur until the balance reaches the floor, at which point funding into the NNRF will resume until the balance reaches the ceiling again.
Q8: Why are we proposing a change to how the NNRF is funded?
Because negotiations only occur every 4-5 years, current funding of the NNRF causes it to be overinflated, and locks money away that could be used for Membership representation and services.
Q9: If I vote for Ballot Measure #2, how will that fix the issue of too much of my dues dollars directed towards the NNRF?
The NNRF will continue to maintain a balance that is well-equipped to fund multiple successful negotiation cycles while allowing funds to be applied to representation and services.
